It is not possible to set a minimum stock for mail. This makes it unnessary difficult to keep a constant availability of local mail with multiple trade routes.

I've had a look, and I can see we've reported this issue internally from our end as an issue. This isn't to say that we've confirmed it's not working as intended - our teams might come back to us to say that it is - but for the moment we're looking into it under the presumption that it's an issue
