[2023] Dam cannot be finished (Stage 3 frozen)

I have a severe issue with the dam in the new world.
During Stage 3, I paused the build-up to get enough manpower. When I reactivated the dam building, the supply was stuck in the river and the build was stopped as it is not getting any material anymore:
