[2020] Crashing PC on start-up

I bought anno 1800 complete edition today installed and started playing with no issues. the issue started when I changed two settings from ultra to very high (1440p) as I was dropping below 60 frames it then asked me to restart the game which I did then when it started backup it crashed my pc which is what it now does on every start-up of anno 1800
I have spent a couple of hours going through forums and tried everything I could find (I spent the spare time I had to play anno searching forums trying to fix it)
my pc has more than enough power for 1440p gaming
my drivers are latest versions (full AMD)
I even have a fresh install of windows which i done a couple weeks ago
I tried starting anno in offline mode
I tried taking my ethernet out then starting anno which help a few people but not me
I tried reinstalling anno and the file scan thing
I tried removing the save file from the anno folder
I tried turning off the cloud sync in Uplay
nothing worked (I also tried a few other things, but I cant remember)
this is my first anno game and I have never had issues like this with any other game (not very pleased)
