[2023] Impossible to interact with any PNJ and quests

Hi
With the release of the full season 4, my brother and I decided to launch a whole new game and start from scrap.
All is fine for a time, get to learn about the Hacienda in the New world et at some point i clicked on a quests residents want to give me, but only the text pop up no quests to accept, i check all the pnj in old and new world, no quests. I just decide to ignore, thinking if tutorial still work, no worries, quests won't be that important later.
But the bug gets worse, I can't talk to pnj, or interact with anything that include notification, meaning, the newspapers just get published without warning, Jean de la fortune declares war on us from nowhere. At this point I already checked for quests bug, but found nothing on my issue.
I'm sorry but i can't tell anything about what triggered it (Maybe the shipyard with aluminium in the new world, but if i remember well, I could not accept quests from residents even before I started building this)

So if anyone has any sort of solution or even encountered the same bug.
