If several players in a multiplayer game have Palaces, then their policies may be activated or deactivated depending on attractiveness level of the city of another player.
So one player can disable the "Local Department" bonus for another player.
Basically, Palace dlc was never prepared to work in multiplayer.
The fix for it wasn't mentioned in recent update nor in "List of known issues" despite being reported ages ago.
