If several players in a multiplayer game have Palaces, then their policies may be activated or deactivated depending on attractiveness level of the city of another player.
So one player can disable the "Local Department" bonus for another player.

Basically, Palace dlc was never prepared to work in multiplayer.
The fix for it wasn't mentioned in recent update nor in "List of known issues" despite being reported ages ago.

Our team tried to reproduce this in a solo match, however the issue did not occur.

They would like to test this in the same environment as yourself. Would it be possible to provide your save file please?

Hello. We understood that this was reported as a multiplayer-specific issue, that detail was not missed.

Our team need to be thorough and that means testing multiple scenarios, to understand it fully. They explained that they can test this scenario in multiplayer however it will take a long time to get to Enbesa and building Palaces with a high level of attractiveness.

Rather than spending a long time to try to reproduce this issue ourselves, we thought it best to request a save file. This will also give our team more time to work on resolving other issues.
