I understand you've faced a black screen and crash report at launch, which sounds super frustrating It's good to hear you meet the sysreqs, and I appreciate you letting me know what troubleshooting steps you'd tried already.
You'll probably be able to fix this using the steps in our troubleshooting guide. In particular from the guide, please make sure you are running the game with administrator rights, you've got your graphics drivers and Windows install fully updated, and you don't have any background programs which could interfere with the game. There should be no need to verify the game files, since you already reinstalled, but it's a pro tip for the future that verifying the game files does the same as a reinstall
Let me know if the crashes still happen after those steps, and I'll have some other ideas we can try
