After having a closer look, it appears that similar matter have been reported in the past, where someone wasn't able to unlock the "Age of exploration" recipe due to interrupting the Arctic storyline (by deleting harbor in the Arctic).

Can you advise whether the same thing happened in your instance and also, would you be able to kindly provide us with your save file where this issue exists? In order to locate it, click the following link for more information. Once located, you can use any external file sharing website and send the link over when you're ready.
