[2022] Grainy / Resolution Problem

It seems like the game lowers the desktop resolution significantly, then upscales it. This is evident by how overlays appear while the game is running.

Whenever I alt+tab, the upscaling stops working, leaving the game looking blurry. The text is especially annoying to read.
