[2019] Stuck on Chapter 2

So I am stuck on Chapter 2 when you are to target the Demolitions Expert. I klick on him, he gets highlighted around him but nothing happens, I have more then 5k that I know I need to get him out of there.

Any ideas on what I can do except restarting the game? =s (And yes I have reloaded a save)
