[2021] Black screen on start-up - Intel CPU

Dear support,

Anno 1800 was working fine today for me, but since I restarted it and downloaded the new patch the game stuck on startup with black screen (with ingame mouse cursor) and it is using my gpu on 100%.
Starting the benchmarking from uplay resulting the same.
I tried every troubleshooting tips I found on internet:

• Running game as administrator
• Verifying game files
• Updating video card driver
• Updating windows
• Reinstalling the game
• Reinstalling uplay
• Before reinstalling I deleted this directory: "%USERPROFILE%\Documents\Anno 1800\"  and the uplay directory by hand cleaning up the remaining files
• Swapping device type from dx11 to dx12 in "%USERPROFILE%\Documents\Anno 1800\config\engine.ini"
• Running the game on uplay offline mode
• Turning off cloud save on uplay

One more thing I saw, that reinstalling windows helped some players, but I would really not like to do that now, I hope there is another solution for this problem
Can you help me solve this?
