[2022] Cannot turn in Admiral Vicente Silva's Quest

Hi Anno Community,

I was having trouble turning in the quest due to the buildings blocking the way.

I'm taking all the quests he's giving me, just in case he turned his fire on me. Then I accidentally discovered this bug.

Hopefully, it is still possible to fix this one.
