I have a late game going on with multiple islands and at least 5 public moorings which all go to my zoo-botanical gardens-museum areas. I have lots of Investor houses, plenty of trade inc. Docklands, and several hundred millions of $$.There are lots of people visiting. I get frequent pop ups with the lady saying a version of "a special visitor wants to join your community. Do you accept?" I never find the person or see any highlite or blue circle. Is there something I still need to build to make it happen?

Nope. You just have to press ok and the special guest will be found in your inventory. In a previous version they were waiting on the public mooring until you gave permission. That is not the case anymore. At least in my game.
