I accidentally enabled the Scholar support option for the Research Institute. On the initial screen, the popup that tells you about assigning more engineers is in the wrong place or too big. Either that or (more likely) the scaling for the whole screen is out. It seems to be truncated from the right. You cannot see the X in the top right corner to clear the message. It just persists. It also obscures the top row of the development queue. I couldn't find any way to clear it by changing the resolution. I use 2560 x 1440 but it was the same on 1920 x 1080 and 3840 x 2160.
The only way I could find to get out of this was to go back to an earlier save before I accepted the Scholar's offer of help.
