[2022] Cant Buy ANNO 1800 Seasonal Decorations Pack

Why Cant I buy Anno 1800 Seasonal Decorations Pack ? I attempted purchase on 15th february 2022. When I try to try to buy it from the PC Ubisoft Connect app, it tells me that I dont own the base game even though I have owned it since release. And when I try to buy from the browser store, it tells me that it is not available in my regional store. I am in India.

Why am I having issues with buying this particular pack when I never had issues buying the previous packs ? I own ALL the dlcs of ANNO 1800
