[2022] Cannot COPY a botanical garden in the new world (says: "buildable in the old world")

when trying to build a botanical garden using the COPY tool in the new world, the game does not allow it, claiming "buildable in the old world".
as you can see, to its left is a perfectly fine botanical garden built in the new world using the normal construction menu interface (and can build more, it's not an island limit).
this does not happen for museum or zoo.
