[2022] Flickering when zoomed out

I don't know if it's an issue with my system or not, but when zoomed all the way out (I have increased camera distance turned on) there is this flickering going on sometimes. I used to think that it's a problem with my monitor, but since it also got recorded on video (watch on linked topic), it's become clear to me that it's an in-game thing.
I'm playing in fullscreen, no mods, 4K. Below are my system specs. Could you please investigate a little?

PS: It won't stop unless I change the viewing angle.
