[2023] [MAJOR BUG] AI can drop bombs (and overtake) on high plateau island in the Arctic with airships while Human Players can NOT

AI can drop bombs (and overtake) on high plateau island in the Arctic with airships while Human Players can NOT.

To overtake an high plateau island in the Arctic there is only one way: buy all shares...

It takes a lot of time (at least 60 minutes) - overtook 2 islands from AI to get bombed an hour later by airships and to lose the islands again...
no way to do the same as you can only drop bombs on "open sea or harbor buildings"

please fix this ASAP
