[2023] Campaign stuck - Not receiving Edvard's Lackey Quest

Hello Support Team,

I'm playing a campaign in the base game without any additional DLC and it's stuck as far as I can tell, since I'm not receiving a the Edvard's Lackey Quest, even after an hour of having completed everything.

Quests Completed in order as they appear in the Questbook (probably last completed at the top):

Chapter 1:

Uncompleted:

• The Debt is Official (can't progress, asks me to wait for Edvard to contact me about the debt to get my shipping license)

• Freedom and the Free Press
• Hard Times
• The Pleas of a Poor Relation
• One Final Polish

• Loyalty Repaid
• The Apple Falls Not Far From The Tree

I have also completed a few random world quests where I had to pick up debris, but that didn't lead to any unlock of anything either.
