Hello. So I’ve just unlocked chewing gum for investors but I can’t build cinnamon in the new world for production. I know that I need orchard, but I don’t have it either. I have 3000 tourists in my city but not The Tourists DLC, do I need one? Can someone help? Thanks.

An Orchard is indeed required in the New World to be able to produce Cinnamon.
The Orchard is available in Tourist Season and High Life, so if you have the High Life DLC, you'll be alright, otherwise one of them will be required to continue.
