[2020] Haven't received the salvager

I entered the Trelawney world with a flagship, contacted the Queen and started a settlement at the largest island. Then, an AI competitor i was at war with, charged me with a couple of ship-of-the-line's and destroyed both my flagship and my newly build harbor and conquered my island. 15 minutes later i retook the settlement but the Queen chain quest was gone and did not pop up after retaking the harbor. Which means i haven't been introduced to Nate and did not receive the salvager. Whatever i try, i can't seem to either start the chain quest or get in contact with Nate, also, i can't buy the salvager at his harbor. Any idea's?
