[2022] no legendary items when starting a new scenario (eden burning)

finished the eden burning scenario, with 2 legendary items.
each time i start the scenario again however i start without the legendary items and without the buildings removed.
I have loaded my save game multiple times but this did not fix the issue.

Note each time it seems like a new folder is created with a new version of the scenario.
also note when i close the application, i get the message "failed to synchronize cloud saves"

What am i doing wrong?
