[2021] Cannot progress in Enbesa

Hi,
I'm having problems, while doing Enbesa, I refused the "Uniting the isles" questline, as it is super tedious and I've played it many times before. However, the main questline has grinded to a halt as well. After delivering the banquet, I have no quests and can therefore not progress to scholars. Is there any way to fix this? Going back to a previous load has been no use. Verifying game files and restarting the game is also doing nothing. Specifically the quest "Getting a grip" is not starting.
