I can only select threats in diplomacy. Restart Game, Ps5, New sandbox, and I tried1 dualsense edge and 2 dualsense controllers. When I get a notification I can once select an action.

Sorry to hear that you're experiencing issues with the Diplomacy menu while playing ANNO 1800 on PlayStation 5.
