[2020] Item "Poster of the leader" does not appear in a game

My language support not working so i post this here. For anarchy quest i need to place item poster of leader into a townhall, but item does not add to my game, i cant find it anywhere, and item menu do not show where it is, for other items it says that i can gather it by quest or buy it but there just an empty fields.
