[2021] Stroming the Walls never appeared on my Quest Log

So I've progressed all the way through the game having cleared basically every single zone in the game. I am about 80 hours in having done a ton of the side content as well. So I started doing the main story stuff again, only to realize after looking it up online that my game is bugged and I missed a very important mission. Because of this, I can't kill Fulke because her quest is nowhere to be found. I am not going to load a save file from 40 hours ago in order to play this [censored] again. How the hell did this even make it into the game? Better yet, how the hell is this still in the game after a year?
