I buyed the Old Town DLC over Steam but ingame i dont own the DLC and it say "Buy" when i click on Buy he send me back to Steam and there he say i own it already.
I tryed to verified my Game, empty my Steam cache, Installing Game new but nothing Work and the DLC dosnt get activate and still say i dont own it and i also cant give the DLC back and buyed new.

As for the DLC - do you own the base game on Steam too?
As the base game and DLC must be on the same platform to be compatible.
If you own the game via Ubisoft Connect; DLC must also be bought via Ubisoft Connect.
DLC bought via Steam will not work with your Ubisoft Connect copy of the game.
