I always thought that if I equip a ship with this item, its speed will not be reduced when being attacked.
Here is an example showing that the speed is in fact reduced. Also, some weird flickering on the ship panel. Interestingly enough, after the ship was not attacked anymore, its speed went back up to maximum.
