The slo-mo server issues are something the Apex Legends team has been investigating since Season 8 went live. They added it to the Apex Tracker, so that would be a good place to watch for updates. 

 

In regards to the lobby issues you've been seeing, can we try running through some connection troubleshooting to see if that helps? A good place to start off would be with the basic connectivity steps from the EA Help website.
