Unfortunately, we're not able to help with banned accounts over Answers HQ. If you haven't already submitted 3 disputes, you're welcome to submit another by following the instructions in the article here.

If ToS is not lifting the ban after 3 disputes, it will need to remain in place. I'm sorry to say, there's nothing else that can be done.
