Sorry to hear about your compromised account. You should be able to submit your case even if you can't log in to your EA account. You can follow this link. 

 

What to do if your EA Account has been hacked

 

The team will assist you further by providing additional information and investigating the matter. To get in touch with support, you can follow these steps:  

  

1. Visit https://help.ea.com/en/help-home/   
2. Pick the game or the EA app from the product list   
3. Choose the topic "I need help with my hacked account".

  • Select one of the account issues like I cannot log in 
  • You may get a pop-up that says login and get faster help 
  • Select Continue without logging in 
  • This should give you the chat/email option
