[2023] Cross Progression is here!.... But not for me?....?

This sounds like you've done everything correctly if your PC and PSN accounts are connected to the same EA account.

At this point you'll just want to wait for the notification in-game informing you that Cross Progression is active for your account.

As @TheRedLion93 mentioned, this is rolling out in phases, so that migration won't actually take place until you see the notification.
