Indeed, this can happen when you rank up. You're matched up against players who have had a longer amount of time playing at said rank. Simply upgrade your army and strategy, to get competitive.
Yes indeed, we've changed quite a few things after they were first implemented. However we'd want more detailed information why you feel the current version is not up to scruff.
