No, I'm afraid Dutch isn't a supported language. On the store page you can see languages on the right if you scroll down a bit.

There's a mod which translates some of the game, but it's made by other players and hasn't been updated in a couple of years, so it likely doesn't cover all the DLCs or newer content.
