Does it happen with the launch options -noWorkshop and -disableMods too?

How To Set Launch Options

• Right-click on the game title under the Library in Steam and select Properties.
  
• Under the General tab click the Set launch options... button.
  
• Enter the launch options you wish to apply (be sure to separate each code with a space) and click OK. Should look like this:
  -noWorkshop -disableMods
• Close the game's Properties window and launch the game.

If the game also does not save with those launch options in Steam, then make sure cities.exe is set as an exception for your antivirus. That can sometimes stop the game from being able to save. If it already is or that doesn't help, then your best option for help is the official support forums. They only allow posts in English though, so you might need to put things through a translator. :/
