Try adding the launch options -noWorkshop and -disableMods and start a new city to test. Does it still take a long time to load?

How To Set Launch Options
  • Right-click on the game title under the Library in Steam and select Properties.
  • Under the General tab click the Set launch options... button.
  • Enter the launch options you wish to apply (be sure to separate each code with a space) and click OK. Should look like this:
    -noWorkshop -disableMods
  • Close the game's Properties window and launch the game.

the reason it takes so long is because I have 116 mods (Including ones like Real City, RTT, and other mods that slow down loading time), and 8600+ assets installed; it just took a bit longer to load this time and after I installed the FPS Booster mod it went from 10-20 min to load (note: according to LSM, the average time is around 15 min but it varies) down to 10ish min.

Usually 20 min is considered too long and I'd be concerned something wasn't right - but 8600+ assets explains it. If you ever get sick of the long loading times, then lowering the amount of assets is the way to go. Here's the average number of assets that different amounts of RAM are expected to be able to handle. Anything beyond that means longer loading times and potential crashes (if the pagefile isn't big enough/doesn't have enough space).

4GB: 0-10 assets
8GB: 100-400 assets
12GB: 400-800 assets
16GB: 800-1200 assets
24GB: 1200-2000 assets
32GB: 2000-2800 assets
64GB: 2800-6000 assets

If you have any of the major DLC's or content creator packs, reduce the asset count by another 400 each. Each DLC adds about 250-400 assets to the game.
