[2020] Error running game without Unlock All or Unlimited money?

Perfect. Let's start with mods. You have some old ones that should be removed:

- Network Skins - switch to Network Skins 2
- Net Picker 2.0 - switch to Picker 1.2
- Demand Master - dynamic demand is broken, better to switch to another demand mod such as Super Demand
- Prop It Up - I recommend switching to Prop Switcher
- Time Warp 2 - Ultimate Eyecandy does everything this does and more, plus it's newer
- Ploppable RICO - switch to Ploppable RICO Revisited

Next there's some broken assets which should also be solved - either by getting the thing they need to work, or by unsubscribing them.

Sample Intersection is missing this network
Nagoya Train Station is also missing a network, so make sure both Extra Train Station Tracks and Metro Overhaul Mod are enabled.
This road needs the 4+2 lane road from Network Extensions 2 to work, so make sure both the mod and that road is enabled (or unsub this asset)

I'm not seeing the error in the log. Is this from right after an attempt at starting a new city without Unlimited Money and Unlock All running? If not, then I'll need a new log from after the error has triggered.

It's possible that the error is triggering from the old Ploppable RICO, since that does not play nice when you have settings for a building that's not unlocked. So switching to the new version of the mod might do the trick for you. Otherwise let me know and post a new log, and I'll have a look again. :)
