Sounds like it might be a Steam connection issue. Try logging out of Steam, shut it down completely, restart Steam and log back in. Then start the game to see if they all show up.

If relogging Steam doesn't do it, try changing the download region in Steam. It's almost certainly a connection issue to Steam's servers, which sometimes takes some poking to get past.

Well... should i tried to change it even though the current one is exactly on my city?

You can just switch back again. It's not so much that there's an issue with your current region, it's that Steam has this issue from time to time and switching can help force it to connect right.

Hmm, then I'm afraid we won't get around doing a clean install of the game. :/

Here's how that's done:
- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities_Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities_Skylines
first move the /saves/ folder elsewhere to keep your save games
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)
