[2020] Purge bar stays nearly filled and gray

Since you mention this is happening on a private server, could you let us know if you have any mods installed and if you customized any server settings related to the purge?

This would explain why the bar is seemingly permanently stuck full. Try setting that value quite a bit higher and let us know if this behavior repeats.
