Are the mods from the Steam Workshop, our mod site, or locally installed?

Do the mod files appear in Documents/paradox/CK3/mod/ ?

What launcher version do you see? Current is 2022.7

There is not, I'm afraid, as MS do not provide any mechanism to do that.

That is normal.

From our standalone launcher? You should not even see the game in there ... ?!? In any case 0x8007042b seems to mean file corruption in Windows somewhere, so you may have bigger issues in your machine than just this game.

That may have been when my mod problems started, or it may just have been when I first noticed, since I was unable to get my 1.5.1.1 save game running again
All game editions use the same Documents/Paradox Interactive/CK3/ folder, unfortunately. I recommend you delete that folder then try the Steam version only.
