That first location is for cloud saves only, which you can also see here:
store.steampowered.com
The second is for local saves only. If you make a new local saves does it write it there? If not, is it possible you are using a different Windows user now? If so the saves are under your old user's name.
And, there's an emergency copy of your last game here C:\Users\YYYYYY\Documents\Paradox Interactive\Crusader Kings III\last_save.ck3 - if you move that to the local save games folder does it work?
