Add CK3.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

You may need to add steam.exe and C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2020.13/paradox launcher.exe to that list.

You are definitely getting the error in the title of this thread, is that right?

If so, the only thing other than antivirus apps that might cause that is if your Windows user Documents folder has been moved, or grabbed by OneDrive, so the launcher and games cannot find it.

In Windows Explorer right click on Documents in the left Column. Go to properties, location - what does it say in there?

Well, as I say this error can only be caused by the launcher/games not being able to find that folder, or an antivirus app getting in the way.

Can we see a screenshot of the Ransomware exceptions list please?
