Not sure I've seen this one before:
UserBenchmark: AMD Athlon II X4 645 vs FX-6350 Six-Core but I don't think that would cause this issue.
What if you expand your Windows paging file maximum size from the ~12gb it is now to say 16gb? Then unload every other app you can before starting the game?
If that doesn't help, what happens if you exit the Steam app entirely then run ck3.exe from File Explorer? How far does it get?
