[2022] Do achievements get over from Xbox to Steam?

I'm afraid not - on Steam achievements are entirely managed by Steam , there is no mechanism to sync ones you earned on non-Steam platforms into Steam.

I don't believe that situation would even have been tested, so I guess the short answer is I simply do not know!
