Local saves are held in Documents/Paradox Interactive/CK3/save games/
Cloud saves are visible here

And there is a copy of the last played game, whether local or cloud, as Documents/Paradox Interactive/CK3/last_save.ck3
Unless you backed them up before the clean Windows reinstall, the local saves and last_save are gone forever I'm afraid.
But the cloud saves would be untouched by that process. I don't understand how early saves of your campaign are in the cloud but later ones are not, unless this is a non-Ironman campaign AND you changed your manual save choice from cloud to local.
