Unfortunately the PDX client you are using can be somewhat temperamental.

Try running it as the Windows Admin user - does that help?

Yes please. Do the DLCs all show in the Paradox Launcher v2 DLC tab okay?

Sorry, I misread you. I've tried to remove Royal Court now.

But AFAICS you should have the others just fine, the PDX edition of say Northern Court shows in your account.

If you install on any other machine you might have access to, does this still happen?

Launcher 2 said the game version was 1.5.0 and Northern Lords was missing. It was also missing in game.
(Why do we need two launchers anyway?)

The only solution I found was to uninstall the game and the launchers altogether and reinstall.

Launcher 2 still says the game version is 1.5.0 and shows a warning sign next to the "PLAY" button but the game now runs with the correct DLC:s.
The first launcher is actually a client, it does the same job that say Steam, Epic or Galaxy do - installing and patching. The second one is a true launcher, that handles mods, DLCs, and game settings.
