Please check with ASUSTeK support for an update to that Intel(R) HD Graphics 630 driver from 2019. Failing that, try Intel themselves

If that doesn't help, what frame rate (fps) are you seeing in the game before it crashes? Anything more than 60?

That should not be the case with vsync disabled, fullScreen mode, and max framerate to 60fps - are all those settings still in place?

Failing that, enable vsync again - the game should run at the Windows desktop setting of 60hz then.

64 is a very odd value to see there, I have no explanation for that.

There is a slightly newer nVidia driver now, may as well try that

As for the Steam crash, that's another new symptom to me. Maybe the issue is outside the game! Try turning off the Steam Overlay, does that still happen?

You are not in the Steam client beta programme, by any chance?

What if you run ck3.exe directly from File Explorer? Do any of these issues change?
