No, it's not normal. The prevailing theory everything points to is that Dauntless will be "surprise! it's out"-ed on the Nintendo Indie Showcase tonight then Phoenix Labs' stream starting immediately afterwards will showcase the new hunt pass and any new content that comes alongside it.
While not ideal from a current player standpoint, I've got to imagine Phoenix Labs are thrilled with the way things have lined up for them here.
