Delete the 221100 folder completely, verify the game data through Steam and delete the config files when prompted to do so (make sure Steam cloud sync is disabled prior to doing so)

Please try the following:
Navigate to C:\Program Files (x86)\Steam\userdata\*YourID*\
In there, you have the following folders
221100 for stable client
1024020 for experimental

Those are (and have been) servers we might shut down at some point in the future, they were mostly activated during sales/events etc to accommodate temporary increases in player numbers. Hope this helps 👍

@ThatDarnSteve not at this time. We will monitor economy for 1.09 and act accordingly with data driven analytics 👍
