Hopefully it's a bug and the intent was to make sure an individual dwarf's lines wouldn't overlap, but all four can still speak simultaneously.

The intention is not to mute other dwarves, but that your new shout ends your old shout, so if it's muting others, it's a bug and will be fixed.
