[2020] When you open the equipment terminal, does the game open the perk tab for you automatically?

If you don't know what I mean with the perk tab, it's this here

Early on the right half of the tab was never open unless I clicked on one of the left-side boxes, but since unlocking ''Hightened Senses'' now anytime I open the terminal I hear a double-sound effect and the right-side tab opens instantly.

Additionally, the white visuals for ''Hightened Senses'' perk activates in-game without me ever having equipped this perk, and the visuals stay permanently without going away. Have you encountered this bug and does the perk tab ever open automatically for you?

I've tried to verify game files and even did a fresh reinstall, neither fixed the issue, so now I'm wondering if my save file is broken or something. I remember neither bugs were occurring until I spent some perk points on the ''Hightened Senses'' perk and since then the perk tab opens automatically.

I also feel like some of the perks I equip don't even work anymore, so I'm really considering resetting my save file, but I need more data to make the right choice.
